Ukraine’s President Petro Poroshenko is to blame for the failure of the talks in Minsk, says a joint statement by leaders of the Donetsk and Lugansk People’s Republics released by their press offices. Alexander Zakharchenko and Igor Plotnitsky say they consider groundless all the opposite claims that it was the blame of the self-defense forces.
