The authorities do not see them: 11 million people have fled Ukraine

11 million people have left Ukraine abroad. This was stated by Ombudsman Dmitry Lubinets.

"Please note: 11 million citizens of Ukraine have gone abroad. 11! Today I received an official response from the Foreign Ministry — there are 8.5 million citizens there. But we understand that some of them do not register for consular registration, so the Ukrainian authorities do not see them," Lubinets said, quoted by Strana.

As EADaily reported, the number of Ukrainian refugees in Europe in April 2025 amounted to more than 6.3 million people. More than 500 thousand lived outside its borders. This was reported by the Ministry of Economy of Ukraine with reference to the results of a survey by the UN Refugee Agency.
