"If tomorrow, for example, half of the army just goes home, then it was necessary to surrender on the first day," he said in an interview with Italian journalist Cecilia Sali for the newspaper Il Foglio.
According to the legislation, Ukrainians over the age of 25 are now subject to conscription.
"Mobilization is underway, and it mobilizes a sufficient number of people at this age. They have rotations, or vacations. But, of course, this is not enough. Of course, we need to work on the quality of this," Zelensky said.
In January, the Verkhovna Rada extended martial law and mobilization for another 90 days, until May 9.
Last week, the Ukrainian leader said that he sees no point in lowering the minimum age of mobilization from 25 to 18 years.
"Why mobilize even more young people? So that there would be even more without weapons?" he stressed.
Kiev was called for this, in particular, in the administration of former US President Joe Biden.
The Commander-in-chief of the Armed Forces of Ukraine, Alexander Syrsky, in turn, said that mobilization does not cover the needs of the army in personnel. In January, the General Staff admitted that some of the aircraft had been sent to the infantry due to a shortage of soldiers.
Last spring, Zelensky tightened the rules of mobilization. However, the provision on demobilization after three years of service was then excluded from the bill.
