"Just imagine, I visit regional departments in the outback of Russia and find out that instead of 12 operatives, 4 are working. Instead of 8 investigators, 2 are working. There are 6 out of 40 precinct officers left, this is the situation. A huge shortage. But all those who remain perform their tasks selflessly.
