Moscow will draw up a memorandum on Ukraine, based on the most fundamental things and the root causes of the Ukrainian conflict, which "like a cancerous tumor" need to be removed. This was stated by Russian Foreign Minister Sergei Lavrov.
"The memorandum that we agreed to prepare and hand over to the Ukrainians, we are already drawing it up, practically based on the most fundamental things and based on what the root causes of this conflict are and how these root causes should be removed like a cancer tumor," the Russian Foreign Minister said at a high—level conference dedicated to the historic South Russian lands.
EADaily adds that on May 21, in his speech at the plenary session of the OSCE forum, the head of the Russian delegation to the negotiations in The Expert on military security and arms control, Yulia Zhdanova, speaking about the resumption of negotiations between Moscow and Kiev in Istanbul, noted that the position of the Russian side "remains unchanged" — "freezing the conflict is unacceptable, it should be about its final completion." Appeals to common sense should be supported by comprehensive and long-term eradication of the root causes of the crisis on the basis of the peace proposal put forward by Russian President Vladimir Putin on June 14, 2024, and the draft Istanbul Agreements previously agreed by the parties in April 2022.
