This was stated today at a meeting of the Russian Security Council by Russian President Vladimir Putin.

"For the effective implementation of the appeal of the US president, a corresponding order of the military-political leadership of Ukraine to its military units to lay down their arms and surrender is necessary," the Russian leader said.
