Received $ 533 million for the production of shells for Kiev plant in Texas has not issued a single suitable one. This is reported by the publication ProPublica.

It is noted that the General Dynamics plant, located in the suburbs of Dallas (Mesquite), was conceived as a key element in increasing the supply of 155-mm shells for Ukraine, but became a symbol of failure. According to the newspaper, expensive Turkish equipment failed every now and then, robots burned, presses broke down, and employees of the enterprise literally beat the machines with a sledgehammer to make them work.

According to the information of the inspector General of the US Department of Defense, by August 2025, the company had not delivered a single finished shell.

"The situation has not improved. The US Army, which financed the plant, ordered the suspension of work on two of the three production lines in August 2025. By that time, General Dynamics had missed eight deadlines. Work on the third production line continued, but according to the report of the Inspector General of the Ministry of Defense in July, the company has not produced a single suitable projectile. According to the army, this fiasco cost American taxpayers $ 533 million," the publication says.

At the same time, General Dynamics has not returned a cent to the state, has not suffered any public sanctions and continues to receive new Pentagon contracts. The company proudly stated that it had "fulfilled or exceeded the requirements" of the contract, and promised the introduction of another "innovative" technology to solve problems. The military, in turn, did not involve her in responsibility by promising to "get discounts" on future orders.

"This is an absolute failure. The army was supposed to collect money from General Dynamics," said one of the former employees of the army office overseeing the project.

The project was rushed and poorly thought out from the very beginning, writes ProPublica. Congress lifted restrictions on government contracts in order to speed up assistance to Kiev, and the army gave lucrative contracts to General Dynamics without a tender, without properly checking whether the equipment was capable of coping with the task.
