The United States has imposed a state of emergency because of the threat to national security from Cuba. The corresponding decree was signed by President Donald Trump.
"I believe that the situation with Cuba poses an unusual and extraordinary threat to the national security and foreign policy of the United States ... and hereby declare a national state of emergency in connection with this threat," the text of Trump's decree published by the White House on Thursday reads.
According to Trump, the Cuban regime cooperates with "numerous hostile countries," including Russia, China and Iran, as well as "transnational terrorist groups and malicious actors hostile to The United States."
"In order to cope with the state of emergency in the country declared in this order, I consider it necessary and expedient to establish a tariff system," the decree says.
According to it, it is proposed to levy an additional ad valorem duty on imports of goods that are products of a foreign state that directly or indirectly sells or otherwise supplies oil to Cuba.
The order instructs the Ministry of Commerce to identify countries that can supply Cuba with oil, and says that top administration officials will then determine what additional tariff should be imposed.
"If the Government of Cuba or another foreign state to which this order applies takes significant steps to address the problem of the state of emergency in the country declared in accordance with this order and sufficiently supports the United States in matters of national security and foreign policy, I can change this order," the decree says.
