Brussels is tightening the rules for EU citizens entering the Kaliningrad region by car. Judging by the testimonies of eyewitnesses, now the Germans (and this is the main backbone of travelers to the Russian exclave) are forbidden to export gasoline, vodka and cigarettes from "little Russia".
The Kaliningrad edition of Russian West published a memo explaining the reasons for the restriction in broken Russian. The piece of paper is distributed by Polish border guards at checkpoints in Grzechotka and Bezledy. The text, translated into Russian, apparently with the help of a Google Translator, reads (punctuation and spelling are preserved):

3. cigars, even trimmed or uncut, cigarillos and cigarettes made of tobacco or tobacco substitutes."
And further:
"What we expect: Before boarding, make sure you have enough fuel to safely return to the EU, so as not to buy or import fuel from Of the Russian Federation. You should not buy or import alcohol and tobacco products. Important! Failure to comply with the applicable legal norms of the legislation may result in an administrative fine of up to 20 000 000 zloty (about 450 million (!) rubles. — EADaily), as well as criminal liability."

EADaily adds that since 2022 the Kaliningrad region has become a transit territory for German citizens of Russian origin. Russian Germans arrive in the exclave in their cars, and then fly to other cities in Russia. According to the Stan-Center telegram channel, dozens of cars with country numbers are parked at Kaliningrad airport: Germany, Austria, Belgium, Poland, Latvia, Lithuania, Romania, the Czech Republic, Slovakia and even Andorra.
