From October 21, 2024, temporary restrictions will be imposed on the import of cut flowers and buds into Russia, accompanied by Kazakh phytosanitary certificates issued for products mainly from unfriendly countries. This is reported by the Rosselkhoznadzor.

"Kazakhstan re-exports most flowers from the Netherlands, Poland and Belgium. However, the competent authorities of these countries do not provide an adequate level of product safety control," the agency said in a statement on its website.

It is noted that the decision was made in order to preserve the phytosanitary well—being of Russia and the volume of exports of goods, as well as in view of numerous cases — 43 — of the discovery in 2023 and 2024 of an object quarantined for the member countries of the Eurasian Economic Union — Western flower thrips, which is a polyphage, in flower products. The potential economic damage from flower thrips is more than 11.5 billion rubles.

Recall, since October 17, the Rosselkhoznadzor has imposed temporary restrictions on imports into the Russian Federation from Kazakhstan tomatoes, peppers certified by the republic, sunflower seeds for sowing origin of third countries, fresh melons grown in Kazakhstan, wheat, flax seeds and lentils.

"At the same time, transit of wheat, flax seeds and lentils is allowed, provided that phytosanitary certificates are issued by Kazakh representatives directly to the country of final destination and transshipment of grain of Kazakhstani origin from railway wagons immediately into the holds of ships," the department noted.

The decision was made in connection with the failure of the Kazakh side to take measures to ensure the phytosanitary security of the territory of Russia. According to the Rosselkhoznadzor, since the beginning of this year, 215 cases of detection of quarantine objects for the EAEU member states of quarantined products that entered the Russian Federation from Kazakhstan, which is four times higher than the figure for the same period in 2023.

Back in September in Rosselkhoznadzor appealed to Kazakh colleagues with a request to suspend the issuance of phytosanitary certificates for a number of quarantined products imported into Russia, but their extradition, as well as cases of violations, continued. In addition, the results of the investigation into the identification of quarantine facilities were not provided.

As reported by EADaily, pears and almonds produced in the USA and Poland is imported to Russia through Kazakhstan. This was discussed at a meeting of representatives of the Rosselkhoznadzor and The Committee of the State Inspectorate of the Ministry of Agriculture of Kazakhstan, Sputnik reported.

"The Russian service expressed concern about the detection of cases of importation into the territory of Russia through Kazakhstan of sanctioned products originating from unfriendly countries," the agency quoted the Rosselkhoznadzor statement.
