Law enforcement agencies believe that Bulgakov lobbied for the interests of Gryazinsky Food Processing Plant JSC using his official position. On April 20, the Basmanny Court of Moscow arrested the top managers of this JSC Alexander Mikhailenko, Valery Kovalevich and Elvira Smirnov in the case of improper provision of catering services for the needs of the Russian Ministry of Defense.
