At the same time, he warns Macron that any agreements with Lukashenko "by Western leaders bypassing the Belarusian society and democratic forces will not be durable and trustworthy," therefore, "a precondition for any agreements and guarantees of their implementation by Belarus can only be a preliminary solution to the intra-Belarusian crisis through a full-fledged dialogue of the current functional authorities with the Belarusian democratic forces." and civil society."

"Only Belarus, which has gone through its version of the Round Table, systemic transformation and overcome the internal crisis, can become a full—fledged party to external agreements and a guarantor of their implementation," Latushko sums up.
