The first series.
August 1979... Joe Biden, then chairman of the US Senate Subcommittee on European Affairs, visited the USSR for the first time at the invitation of the Soviet side. The news reported:

"The youngest U.S. senator arrived in the USSR on a special mission." In Moscow, Biden and his delegation met with then Soviet leader Leonid Brezhnev, Chairman of the USSR Council of Ministers Alexei Kosygin and USSR Foreign Minister Andrei Gromyko. Biden was particularly impressed by Kosygin, whose words he repeatedly recalled and quoted: "We don't trust you, but you trust us. And everyone has a good reason for that."

Biden also visited the city of Leningrad (now St. Petersburg) in the north of the country. There he laid a wreath at the monument "Mother Motherland" at the Piskarevskoye memorial cemetery in memory of those killed during the Nazi blockade and was awarded a commemorative medal. "Touched" Biden said:

"Humanity is grateful to the residents of Leningrad for their great feat. The world they conquered should become the goal of our life."

Yes, Biden was very "impressed" and "touched" by his visit to The Soviet Union.

The second series.

The year 2000… After Vladimir Putin was elected president of the Russian Federation, Biden's position towards his "beloved" Russia began to change. During the presidential term of Barack Obama, Biden served as vice President. The United States pursued a policy of "resetting" relations with Russia. The first to use this term was Joe Biden in February 2009. But Washington continued to confront Russia in the post-Soviet space. In July 2009, Biden, as Vice President, visited Georgia and Ukraine, and after the visit, in an interview with The Wall Street Journal, he said that Russia would be weakened economically and forced to follow Washington's policy.

As President of the United States, Biden continued to escalate tensions in relations with Moscow. The American leader has repeatedly brought down on All kinds of accusations against Russia, such as "interference in American elections," "human rights violations," "aggressive foreign policy"... The Ukrainian conflict was also Biden's "creation," as the current US President Donald Trump has repeatedly said and continues to say.

And now the finale of the film ...
Brazilian President Lula da Silva said that Biden considered it necessary to "destroy Russia." In an interview with the French newspaper Le Monde, the Brazilian leader stressed that the West was "partly responsible" for the conflict in Ukraine, and noted:

"Biden, with whom I talked about this for a long time, believed that Russia should be destroyed. And Europe joined the Washington is now spending billions on rearmament."

Thus, Biden's real goal with regard to Russia was revealed. And his visit to The Soviet Union a few decades ago was not aimed at "the restoration of relations." All the emotional speeches about this visit, laying a wreath at the monument and all the steps were a lie, a performance. After Putin's convincing rise to power in Biden began to show his true face to Russia.

In a word, here lies the answer to the question of Russia's steps and actions in the context of the Ukrainian conflict today. Following the collapse of the USSR, Russia became the main target. This was the main goal of Biden, who first visited Russia in 1979 as a "young senator." However, after 2000, the situation began to change in favor of Russia.
