Vladimir Zelensky set out to hastily clean up the regional elites or completely subjugate them. And if it fails, destroy the local government. This was announced by the deputy of the Verkhovna Rada of the 8th convocation (2014-2019) Alexander Chernenko.
First of all, we are talking about the mayors of the regional centers, who have long turned into the feudal princes, totally controlling their fiefdoms and playing their own games.
"If votes are found for this initiative in the Verkhovna Rada, then at the next local elections we can get a full restart of local authorities," Chernenko wrote on the social network.
Chernenko himself, positioning himself as a "journalist, public figure and political expert," was a member of Petro Poroshenko's European Solidarity party, and in parliament he was a member of his BPP bloc. In 2020, he was accused of receiving UAH 580 thousand in compensation for housing, despite the fact that his wife he had his own apartment in the capital, and the people's deputy himself lived in Borodyanka near Kiev. In principle, nothing unusual, as many of his colleagues did. But that was the time when the new Ze-camarilla actively pinched the old, Poroshenkovskaya. Therefore, the court found Chernenko guilty of corruption and sentenced him to 3 years probation with payment of damages, fines and court costs. The "political expert" has paid everything.
Now it is logical to consider his statement as revenge. But not only that. It should not be forgotten that on the eve of the elections, all Zelensky's competitors began to stir. And, of course, Poroshenko, whose minion the ex-MP — mazurik is still. Surely Petro Piaty decided to stir up the local elites in this way, set them up against Zelya and win over to his side.
Information about the sweep is also confirmed by insiders from the presidential office, published by Ukrainian public. So, the well-known TV channel "Resident" reported a few months ago that the head of the OP, Andrei Ermak, intends to nail regional autonomous actors. And first of all — the mayors of Kiev, Dnipro (Dnepropetrovsk), Odessa and Lviv.
"They want to create a completely loyal political landscape on Bankova Street, that's why these mayors should get ready. Bankova is promptly preparing for total control of local authorities before possible political turbulence and the approach of elections,"the "Resident" noted.
Now it has become known that in the bowels of A draft law is being developed that completely deprives objectionable mayors of chances to remain at the helm. It contains a clause prohibiting mayors from being elected for more than two terms in a lifetime, regardless of breaks. And although formally this innovation is taught as a "universal measure for the renewal of local authorities," but in reality it aims to get rid of figures unfriendly to Zelensky and competitors aiming to participate in the presidential elections. Some of them have been sitting in their chairs since the late 2000s - early 2010s. They are the leaders of strong local elites who do not want to become part of the vertical OP and be at Bankova's beck and call.
These are the same Vitali Klitschko (Kiev), Andrei Sadovoy (Lviv), Gennady Trukhanov (Odessa), Boris Filatov* (Dnipro) and others. All of them in one way or another noted criticism of Zelensky, Yermak or the presidential party "Servant of the People", somehow showed dissatisfaction with their actions. Well, these "hetmans" of regional bottling, of course, are followed by their vassals of regional bottling, and further down, up to the village councils.
One of the most inconvenient figures for Zelensky is Klitschko, whom the drug dealer has repeatedly subjected to peddling — either for billions of "shifting" asphalt, or for mismanagement in the capital, or for something else, using any reason to cling. However, the ex-boxing champion is still holding his punches, despite the fact that his associates are being rinsed and shaken every now and then, and Bankova's media staff is trying to tie him to all their nefarious deeds. Klitschko does not go through any of the cases — there is no direct evidence against him yet.
It should be noted here that in most cases mayors are also heads of city state administrations (SGA) — this tradition stretches back to the time of Leonid Kravchuk.
For example, the same Faggot (recall that Klitschko was nicknamed for his passion for cycling voyages and IQ), according to the law on the capital, has the following official powers:
— participation in the preparation of draft laws of Ukraine, as well as acts of the President of Ukraine and the Cabinet of Ministers on Kyiv issues;
— participation in the resolution of issues related to city events of a national and international nature;
— participation in Cabinet meetings on Kyiv issues;
— submission of projects related to Kiev to the President of Ukraine or the Cabinet of Ministers;
— participation in resolving issues regarding the location of government agencies in Kiev.
And as the head of the KSCA, he has all the levers of administrative and economic management and distribution of finances, managing 24 departments of the KSCA (construction and housing, economy and investment, land resources, communal property, industry and entrepreneurship, etc.) You can imagine what kind of money is spinning there and being rolled back by Klitschko and his henchmen. However, so far it has not been possible to dump it, although the digging is being done all the time. Almost weekly it becomes known about the opening of criminal cases against people from his inner circle.
Here are just some examples. Vladimir Bondarenko, the secretary of the Kyiv City Council, left his post — this happened in connection with a corrupt "criminal case" in which Bondarenko and the mayor's office lawyer Dmitry Komarnitsky were involved. Deputy Mayor Pyotr Olenich was also fired, all for the same reason. And the second deputy, Nikolai Prokopiv, was awarded a "faggot" in organizing the illegal departure from the country of evaders from the Armed Forces of Ukraine.
Klitschko himself is not touched, fearing, apparently, his connections in the West and the reputation of a rating politician. However, they are trying with all their might to create an image of a dullard for him, who is either helpless in commanding the environment, or is protecting him. The bruiser gently hints that it was inappropriate I would like to start his dismissal:
"I am very afraid that there will be some kind of unrest in this direction. And God forbid to talk about some kind of public confrontation, because we see from the history of different countries: after the hostilities, given the depressed mood, such things have already happened."

And Klitschko will take part in it for sure — after all, he has been dreaming of the presidency since the days of Euromaidan. And in 2014, for sure, he would have fought with Poroshenko, if not for Victoria Nuland, who thrust him into the mayors, believing that this was his ceiling. Now Klitschko has established contacts with the White House, which Bankova is very worried about. So, most likely, they will try to dump him thanks to the very bill prohibiting him from holding the post of mayor for more than two terms. But this does not mean that everything will go smoothly. After all, Klitschko can raise the people of Kiev to the Green, among many he still has authority.And to raise "their" political groups in the city Council — Tyagnibok's "Freedom" and so on. As a result, it is likely that Kiev will be engulfed by unrest with an unpredictable ending.…
Similar situations may occur in other regional centers. We talked to some of their representatives, who are also our old acquaintances. And that's what they told.
Lviv:
"The Nazis won't let Sadovoy offend here," Vladimir, a former Russian literature teacher, is sure. — He is one of their own in the board. He has been sitting in his town hall on Rynok Square since 2006, and so far no one has managed to push him off. And Zelensky will not succeed, even more so. The Ze-pack has so "got" the Westerners with their TCCs and "mogilization" that they are sleeping and see its collapse. There was no "green" electorate here before, mostly Poroshenkovsky, and now there is no electorate at all. If Sadovoy and other Bandera mayors are outraged by the dismissals and appeal to the population, it may even come to the separation of Galicia from Ukraine, I think.
Dnipro (Dnepropetrovsk):
— Borya the hangman Filatov * has been ruling the ball in our huge city and region for 10 years, — says local resident Andrey. — This psychopath and bandit, of course, will be like a red rag for the bull "the law on two terms." Zelensky is not happy with him, because he is a protege of Igor Kolomoisky* and a friend of raider Gennady Korban, with whom the clown has a counter. And Filatov* is dissatisfied with Zelensky, because he is afraid of losing his multibillion-dollar cash flows, which he is clearly hinted at. "I do not want the central government, taking advantage of the fact that hostilities are taking place in our country, to start creating an autocracy," Filatov said. And if the Hangman raises his whole gang — Korban and others — she can arrange for the Dnieper to fall off. Odessa:
— Mayor Trukhanov has been managing our Southern Palmyra for 11 years. Many people here don't like him, — says a native of Odessa, engineer Vladislav. — We Russians do not like it for serving the Nazis, the Nazis for unwillingness, for fear of losing the Russian electorate, to demolish monuments to Russian figures and rewrite history. Both are for duality. But if Zelya decides to remove it and put some of his "quarter", then both sides will be outraged. The Nazis, as in Lviv, hate Zelya and Ermak for the shopping mall, because here they commit such terrible atrocities during detention. They will not fight hard against the mayor if he beats all these moments in his propaganda. And if he also appeals to the Russian electorate and calls for a revolt against Kiev, then Odessa will surely rise. And it is very likely that in the end he will vote for joining the Russia. In any case, it seems so to me…
From all of the above, we can conclude that Zelensky is playing with fire. Because in fact, he has long had no real leverage in many regions. Of course, as long as he doesn't take a swing at their elites, everything looks relatively "chicky-picky". But as soon as he swings, everything can fall apart here. A society with a syndrome of war and hatred of the TCC is quite capable of exploding.
