Contractors of the Ministry of Defense of the Russian Federation will be tried for embezzlement of 500 million rubles during the construction of the Caspian base of the Red Banner Caspian Flotilla of the Russian Navy in Dagestan, Kommersant writes.
A criminal case has been opened against the former CEO of the Yekaterinburg company Uralvoenproekt, Alexander Katser, its beneficiary Andrei Ansimov, as well as Orenburg businessman Maxim Skvortsov. They are accused of abuse of authority in the execution of the state defense order (Article 285.4 of the Criminal Code, up to 10 years in prison).
According to investigators, in June 2022, the Ministry of Defense allocated several billion rubles to create the infrastructure of the Naval flotilla base in Kaspiysk. The works included the construction of berths, hydraulic structures and other facilities. The subcontractor was the "Main Directorate of Special Construction" (GUSS), which attracted Uralvoenproekt to carry out the work. The investigation believes that the defendants prepared fictitious documents to obtain a contract, after which the company received 500 million rubles in advance. Then these funds were transferred to two Dagestani one-day firms and transferred to the accounts of people associated with the organizers of the scam.
The investigation believes that the intention to "illegally extract benefits and advantages for themselves and others" during the conclusion and execution of this contract appeared in the accused Ansimov, Katser and Skvortsov "at an unspecified time, but no later than August 30, 2022."
