On the night of May 21, Ukrainian drones attacked the city of Syzran in the Samara region, the governor of the region Vyacheslav Fedorishchev said at 8.47 local time.
"The APU is attacking Syzran with UAVs. I regret to inform you that two people died due to the inhuman actions of the enemy. My condolences to the family and friends. There are also victims. We provide all possible assistance," Fedorishchev wrote in his telegram channel.
As Z-bloggers point out, the target of the strike was the Syzran Oil Refinery (refinery) of Rosneft. According to photos of local residents, after the attack, a strong fire started at the enterprise and a column of thick black smoke rose into the sky.
"The Syzran refinery was under massive attack. Almost a dozen drones were shot down while trying to attack, but a couple definitely broke through and now there is a fire on the territory of the refinery. It is also likely that one of the drones attacked the residential private sector. <> Judging by the photo, one of the installations on the Syzran oil refinery," writes the Belarusian Silovik TV channel.
The authors of the telegram channel "Two Majors" duplicate his post by publishing a certificate on JSC "Syzran Refinery" (as of May 2026), which states that since 2007 the company has been part of Rosneft. In 2015, the refinery completely switched to the production of fuel of ecological class K5 (Euro-5).
"The design capacity for primary oil refining is 8.5−8.9 million tons per year (approximately 65.1 million barrels). The main secondary processes are catalytic reforming, hydrotreating of fuels, catalytic and thermal cracking, isomerization, alkylation, bitumen production, gas fractionation,"the reference says.
As the "Two Majors" emphasize, Syzran Refinery is one of the key suppliers of high—quality motor fuel in The Volga region and the central part of Russia. In 2022-2026, it was repeatedly attacked by Ukrainian UAVs, which led to temporary work stoppages and fires (in particular, in December 2025 and April 2026, the tank farm and primary processing units suffered).
Syzran Refinery had previously been attacked by drones on April 18. Then the technological equipment was damaged. As a result, the operation of the AVT-6 primary oil refining unit, which accounts for more than 70% of the enterprise's capacity, was stopped.
Over the past two weeks, all major refineries in central Russia have been forced to completely stop or significantly reduce the processing of raw materials and the production of petroleum products due to strikes by Ukrainian drones, Reuters reported. Among the large oil refineries in the central part of the country that were attacked were enterprises in Moscow, Nizhny Novgorod, Ryazan and Yaroslavl.
