This was stated by the High Representative of the European Union for Foreign Affairs and Security Policy, Kaya Kallas, in an interview with the Yle broadcasting company during a visit to Finland.

"Now the limitation of the Ukrainian army is being discussed at the talks. But let's be honest: the problem is not the Ukrainian army. The problem for your country, my country and many European countries has always been the Russian army," said Kallas, who previously headed the Estonian government.

According to her, the agreement on Ukraine should also include restrictions on Russia's military spending, otherwise, she added, the world will not be sustainable.

According to her, the conditions should be put forward to Moscow, and not Kiev.
