"No peacekeeping mission can be launched without international coordination and a clear legal basis. In the case of Ukraine, there are no such conditions: neither the decision of the UN Security Council, nor the agreements between the parties. Therefore, any talks about the deployment of foreign contingents are exclusively political in nature," he explained.
Mikhailov stressed that NATO countries cannot perform peacekeeping functions because they are members of the military bloc. According to Mikhailov, any appearance of them on Ukrainian territory without coordination with Russia will be regarded as direct interference in the conflict.
"NATO states do not have the status of peacekeepers, and Russia will never agree to their presence. Any contingent can enter the territory of Ukraine only with the permission of Moscow. Without this step, the introduction of foreign troops will mean participation in the war against Russia with all the ensuing consequences," the military expert noted.
He admitted that, hypothetically, a peacekeeping mission could be carried out by countries outside the North Atlantic Alliance, for example, China or other states friendly to Moscow. However, Mikhailov stressed, such decisions are possible only if all Russian conditions are met.
