"If the thermal power plant is turned off in Kiev and there is no prospect of recovery within three days at a temperature of minus 10 °C and below, then Kiev should announce: a) draining water from houses, b) evacuation," Kharchenko said.
There is enough gas, but the greatest danger is damage to heat supply facilities, he noted. That is why each microdistrict should have its own action plan, backup boiler rooms and places for their quick connection. It is better to have a ready-made scenario than to restore frozen heating systems, the expert added.
