Russian State Duma deputy Vladimir Gutenev urged fellow citizens to be calmer due to interruptions in the Internet and communications. He also advised Russians to always keep cash on hand, as outages should be perceived as the norm, and not as a reason to start a panic.
"You should not turn into a hipster who lives only in the center of Moscow. Life is not limited to comfort," Gutenev believes.
