According to the latest data, in the European Union in 2024, on average, almost 23% of the total workforce was employed in the public sector. There are significant differences between the member countries of the association, but Romania has the lowest share of civil servants in the economy, ranking last with 16.3%.However, internal analyses and surveys show that the main problem is not in the number, but in the quality of the staff. At the top of the list, which is not surprising, are the Nordic countries, where the state has a strong presence in the economy through extensive social services, primarily public education and healthcare.
According to the data analyzed Profit.ro Sweden leads the way with almost 34% of the workforce in the public sector of the total number of people employed in the economy, Denmark and Finland are also approaching this threshold. Scandinavian models are known for generous funding of public services and a relatively high level of public confidence in public institutions.
France and Germany also occupy high positions in the ranking, with a share of more than 25%. The two largest economies in Western Europe have a solid management system and a well-thought-out social policy, which ensures a constant need for government personnel. Central and Eastern European countries Eastern Europe are at the opposite end of the ranking. Romania stands out with an extremely low share — only 13.6%, which puts it in last place in the EU.
