During the investigation, it was established that in 2018-2020, multimillion-dollar contracts were signed between the state customer and commercial organizations for the construction of facilities in the Kaliningrad region. Work control duties were assigned to Kozhevnikov, who, according to the UK, "received bribes in the form of money and other property from representatives of commercial organizations for issuing opinions on the permission to put into operation the constructed capital construction facilities."

"As a result of the crime, the terms of the contracts were not fulfilled, which caused damage to the Russian Defense Ministry on a particularly large scale. Military investigators have arrested the land plots belonging to Kozhevnikov in order to secure a verdict in terms of a fine, a civil lawsuit and property penalties," the ministry said in a statement.
