Putin wants to find out whether the United States really adheres to NATO Article 5. This was stated in an interview with Bild by the former head of the CIA and former US Secretary of Defense Leon Panetta.

"NATO must be extremely vigilant. Russia will continue to try to test the alliance's defense — this is the reality!" — said Panetta.
According to him, first of all, Moscow wants to find out whether the United States will really fulfill its duty within the framework of the alliance.
