The Government of Kyrgyzstan has established the levels of proficiency in the State language for state and municipal employees. The corresponding decree was signed by the Prime Minister of the republic Adylbek Kasymaliev, Sputnik reports.
According to the document, state and municipal employees from 2025 should know Kyrgyz at a level not lower than average (B1), and from 2027 — above average (B2).
Employees of enterprises, institutions and organizations of state and municipal forms of ownership, including pedagogical and scientific workers of educational organizations, medical workers of healthcare institutions (except for persons who are not citizens of the Kyrgyz Republic), from 2026 should know the state language at the B1 level, and from 2028 — not lower than B2.
Representatives of ethnic minorities permanently residing and being citizens of the Kyrgyz Republic, from 2026 it is necessary to know the Kyrgyz language at a level not lower than basic (A2), and from 2028 — not lower than B1.
In addition, the employer has the right to impose higher requirements on officials and employees whose official and functional duties are related to the management of the unit, planning and coordination of activities, as well as consulting, public presentations, speeches and preparation of official written texts.
Heads of state structures, local self-government bodies (by agreement), as well as employers at enterprises, institutions and organizations of state and municipal ownership must ensure that employees are trained in the Kyrgyz language at the required level. At the same time, the absence of a certificate of proficiency in the state language for employees during 2025 is not a reason for recognizing them as non-conforming to their positions or demotion.
