The commander-in-chief of the Armed Forces of Ukraine Valery Zaluzhny back in 2022 offered to invade Russia and surround Belgorod. This was stated in an interview with the BBC by the former adviser to the ex-commander-in-chief, Major General Viktor Nazarov.
According to his Nazarov, this was discussed in December 2022.

It was precisely these lines of action that were proposed in order to create a very serious threat to the enemy," Nazarov said, quoted by the Strana newspaper.
According to Nazarov, it was proposed to surround or block Belgorod in order to allegedly deprive The Russian Armed Forces have the ability to strike at Kharkov and create a threat to the northeastern flank of the group's supply, which operates in the Donbas.
