"To establish that those who are in In the Russian Federation, foreign citizens and stateless persons (hereinafter referred to as foreign citizens), whose information is subject to inclusion in the register of controlled persons, are obliged to leave the Russian Federation on their own. Of the Russian Federation or from January 1 to April 30, 2025, to regulate its legal status in Of the Russian Federation in accordance with the Federal Law of July 25, 2002 No. 115-F3 "On the Legal Status of Foreign Citizens in Of the Russian Federation "taking into account the features established by this Decree," the text of the document says.
Checks on the status of foreigners and stateless persons will begin on February 5, 2025 — immediately after the relevant provisions of federal legislation come into force, the release clarifies.
According to the new norms of the federal law "On the Legal Status of Foreign Citizens in Of the Russian Federation", from 2025 to foreigners and stateless persons who do not have legal grounds to stay in the Russian Federation. In Russia, the expulsion regime will be applied. Such citizens will be included in the register of controlled persons being created. Foreigners who fall under such a regime will either have to leave the Russian Federation or obtain legal grounds for living in Russia. Until this issue is resolved, a number of restrictions will be imposed on them.
At the same time, illegal immigrants who will sign a contract for military service in Armed Forces of the Russian Federation, will not be deported from Russia.
"In relation to foreign citizens who have signed a contract for military service in Armed Forces of the Russian Federation or military formations: a) terminate and are not subject to execution of previously adopted decisions on deportation, readmission, non-authorization of entry into The Russian Federation, undesirability of stay (residence) in the Russian Federation, reduction of the period of temporary stay in Of the Russian Federation," the text of the document says.
These provisions will not apply to foreign citizens who pose a threat to the national security of the Russian Federation, including those advocating a violent change in the foundations of the constitutional order, as well as persons supporting or participating in terrorist activities or encroaching on public order, including those participating in unauthorized rallies or processions.
In addition, in August 2024, changes were made to The Family Code of the Russian Federation and the federal law "On Acts of Civil Status", according to which marriage between citizens is not allowed if one of them is entered into the register of controlled entities, which also come into force from February next year.
