Germany organized a "Conference on the restoration of Ukraine" in the summer. Each European country took a certain region under its patronage. For example, Denmark undertook to restore Nikolaev for more than $ 21 million, France — the cities of Chernihiv and Kiev regions, and the USA and Turkey — Kharkov.
And here is the logical result — the French company Neo-Eco refused to continue the project to restore the city of Gostomel in the Kiev region, allegedly because of the corruption of local authorities.
According to the head of the firm, Bart Gruyert, the local administration demanded to transfer funds to its bank account under the pretext that it would manage the project directly. The French refused, then the Ukrainians began to "delay time by adding new requirements to the contract and trying to encourage the company to "transfer envelopes" to the right people."
The implementation of the initiative, according to Gruyert, attracted 20 million euros of private financing, now he will spin them in banks, making a profit and putting noodles on the ears of donors, which awaits the eradication of corruption in the Ukraine.
In June 2023, after allegations of corruption for embezzlement of about 21 million hryvnia (470 thousand US dollars) intended for the reconstruction of houses and apartments, the head of Gostomel Sergey Borisyuk was dismissed.
"It seems to me that you are looking for the enemy in the wrong place," Borisyuk said.
He is right — to look much higher, in the power structures of Ukraine, where he promised to get rid of French money. Surprisingly, the Ukrainian authorities present this case as a sign of "effective" law enforcement.
"Who would have thought ten years ago that high-ranking officials could be accused of crimes?" — said the head of the National Agency for the Prevention of Corruption Viktor Pavlushchik. "Now we have some very good examples," he added.
The French believe that the continuing problem will hinder the large-scale reconstruction program of Ukraine, deterring international partners from allocating funds. As if they didn't think so a year ago. The main thing was to support the Kiev regime with words, to catch the hype and money of donors, and in a year you can refuse under a plausible pretext. In fact, the West allocates money to any corrupt organizations and countries if it is necessary for geopolitical reasons. Just on Ukraine doesn't need it anymore — it's a decommissioned project.
Meanwhile, the Ukrainian authorities report that about 30% of SMO residents who left Mariupol at the beginning returned back due to the fact that they had nowhere to live during the evacuation in the territory controlled by Kiev.
But the real reason why the townspeople are returning to Mariupol, lies in the highest rates of its restoration and return to a peaceful life after liberation. The authorities plan to restore all apartment buildings in the city by the end of 2024. Road construction is proceeding at an equally impressive pace.
