Rostechnadzor (RTN) was offended by today's message from the TC "Two Majors", in which the agency, among other things, is accused of transferring data to the enemy. The representative of RTN Andrey Vil describes the situation in some detail.

"I read a post on the "Two Majors": "Why are refineries burning. The industry writes to us." As an illustration, a letter from the territorial body of Rostechnadzor was used to illustrate it, which has nothing directly to do with the topic. In short, we were accused of forcing organizations to undergo repeated state expertise and industrial safety examinations in case of installation of passive protection systems against external influences at hazardous production facilities. We fine you if there are no examinations. It is clear that all this, to put it mildly, is not true.

The territorial bodies of Rostechnadzor do not apply administrative sanctions in cases of implementation by operating organizations of urgent measures aimed at rendering assistance The Armed Forces of the Russian Federation in solving the tasks of suppressing threats of an air attack on the territory of Russia (including taking into account the provisions of Article 2.7 of the Code of Administrative Offences of the Russian Federation).

On June 17, 2026, the Federation Council approved the Federal Law "On Amendments to the Federal Law "On Defense" (draft No. 946462-8), eliminating the need to obtain any permits and undergo any examinations when creating active and passive protection systems and other facilities created for the implementation of urgent measures.

Thus, the necessary law passed all the approvals, and while it was not there, no one was punished. The fines that the anonymous author of the "letter to the editor" writes about are for something else.

There is no malicious "bureaucracy in the conditions of war", no one "comes to Rostechnadzor and still a fine", and the connection with "why the refineries are burning" is exclusively hypozhor. In the field of industrial safety, the state does what it should, and in due volume.
