"This is no longer the empty talk of populist politicians, but a real document that will determine the strategy for the development of ports in Europe with a military bias for the coming years," the authors of the telegram channel "Two Majors" write.
Drawing attention to the ongoing militarization of Europe, they point to the European Ports Strategy (COM (2026) 112) adopted on March 4.
"The key feature of the new edition was the definition of ports as a critical dual—use infrastructure, which should provide not only trade and energy, but also military mobility, defense and the EU's readiness for crises and hybrid threats," the Two Majors emphasize.
The main bet is proposed to be made on the development of the Trans-European Transport Network (TEN-T), in which ports will be integrated with other modes of transport based on the need to move military cargo and equipment as a priority, they indicate.
Now any expansion and modernization of ports should be carried out with mandatory consideration of the requirements of military mobility, the strategy of creating reserves The EU and the regime for ensuring the supply of military goods, the authors of the TC explain.
"In accordance with the proposal for the Military Mobility Regulation (COM (2025) 847), Member states should prevent, mitigate and eliminate risks associated with foreign ownership and control over the strategic infrastructure of dual-use ports and related operations," they note.
It is planned to create mechanisms for the timely access of the state to ports, as well as the possibility of obtaining temporary state control or the right to use the port infrastructure during military crises, military correspondents state.
In addition, the instruments for financing programs within the European Union will have to give priority to dual-use infrastructure projects (CEF funds, SAFE programs, military mobility).
