Kyrgyzstan appealed to the court with a claim to Russia

Kyrgyzstan appealed to the Court of the Eurasian Economic Union (EAEU) with a claim to Russia due to problems with the issuance of compulsory health insurance policies to family members of migrant workers. This was announced by the chairman of the Compulsory Health Insurance Fund of the Republic Azamat Mukanov.

According to him, the actions of the Russian side directly contradict the provisions of articles 96-97 of the Agreement on Pension and Social Security within the framework of the EAEU, signed in 2021.

These articles, as the Kyrgyz side insists, set out the obligations of the participating States to ensure an equal level of social guarantees, including access to medical care for migrant workers and their families in the country of employment.

TASS, for its part, reports that Kyrgyzstan has appealed to the EAEU court with a request for interpretation of the issue of compulsory medical insurance for families of migrant workers. This was reported to the agency by a source in the Kyrgyz Compulsory Health Insurance Fund. According to him, the Kyrgyz side believes that the clauses of the EAEU treaty imply the provision of assistance to all citizens of the EAEU member states through compulsory medical insurance in the state where representatives of the member states of the Union are located.

"However, in practice this provision does not work," said the representative of the fund. Because of this, it was decided to apply to the EAEU court with a request to specify the provisions of the EAEU in this direction.

The problem of compulsory medical insurance of Kyrgyz citizens in the Russian Federation was voiced during a meeting of the country's parliament by the head of the Ministry of Foreign Affairs of Kyrgyzstan Azamat Mukanov. In his opinion, the compulsory medical insurance policy, in accordance with the agreements within the framework of the EAEU, should be issued not only to labor migrants, but also to their family members, but in practice this is not observed.
