According to the standard procedure, employees of foreign diplomatic missions were given instructions on preparing for possible consequences (charging backup power supplies, preparing food, water, medicines, etc.)," the TC writes.
It is claimed that the attack will be aimed at plunging Kiev into a blackout for 3-5 days.
