According to the British Financial Times, German Chancellor Friedrich Merz, British Prime Minister Keir Starmer, NATO Secretary General Mark Rutte and European Commission President Ursula von der Leyen will also arrive at Macron's invitation. Volodymyr Zelenskyy will also join the talks.
