Calendar payments for additional income tax (NDT) increased Russia's oil and gas revenues in July. Otherwise, they would have set a new record low.
In July, Russia's oil and gas revenues increased by almost 60% compared to June, to 787.3 billion rubles. Calendar payments of personal income tax at the same time amounted to 302.2 billion rubles. Without them, oil and gas revenues would have set a new anti-record.
According to the data of the Ministry of Finance, mineral extraction tax payments increased slightly in July — by 25 billion rubles, to 634.1 billion rubles. The growth was shown by oil payments.
At the same time, damping payments to Russian refineries amounted to 59.9 billion rubles.
In general, July oil and gas revenues are the fourth largest this year. The Ministry of Finance indicates the largest payments in April. However, even then there were calendar payments for personal income tax.
"The total deviation of the actually received oil and gas revenues from the expected monthly volume of oil and gas revenues and the estimate of the base monthly volume of oil and gas revenues from the base monthly volume of oil and gas revenues by the end of July 2025 amounted to 5.9 billion rubles," the Ministry of Finance reports.
As EADaily reported, the main reasons for the decline in budget revenues from the sale of oil and gas are a stronger ruble and a decline in world oil prices, with a discount to which Russian raw materials are sold. The cost of the benchmark North Sea Brent was held in July around $ 70 per barrel, while Russian Urals oil was around $ 60.
US and EU sanctions have also had an impact, but they have a limited effect compared to world prices.
Earlier, the Russian Finance Ministry estimated the reduction of oil and gas revenues from the planned at 2.6 trillion rubles. According to the budget rule, they are compensated from the National Welfare Fund.
