Recognition of Crimea, Donbass, Novorossiya as Russian — the full Medinsky memorandum

The Russian memorandum at the talks in Istanbul was published by Russian public at the end of the second round of negotiations. Earlier, the head of the Ukrainian delegation, Rustem Umerov, said that Kiev would take a week to think about the memorandum.

According to the memorandum handed over by the head of the Russian delegation Vladimir Medinsky to the Ukrainian side:

  • The condition of the ceasefire is the complete withdrawal of the Armed Forces of Ukraine from the DPR, LPR, Kherson and Zaporozhye regions;
  • The complete withdrawal of the Armed Forces of Ukraine from the territory of the Russian Federation, including Donbass and Novorossiya, should be carried out within 30 days of the ceasefire;
  • International recognition of Crimea, Donbass and Novorossiya as part of Russia;
  • Neutrality of Ukraine;
  • Holding elections on Ukraine. Kiev should announce the date of the presidential and Rada elections, which should take place no later than 100 days after the lifting of martial law.;
  • The ceasefire implies a ban on the redeployment of the Armed Forces of Ukraine with the exception of movements to withdraw troops to an agreed distance;
  • A ban on the reception and deployment of nuclear weapons on Ukraine;
  • To cease the fire, the supply of Western weapons to Ukraine is excluded, this also applies to the provision of intelligence;
  • A peace treaty between Russia and Ukraine must be approved by a legally binding UN Security Council resolution;
  • Ukraine needs to hold amnesties of "political prisoners" and release of detained military and civilians for a ceasefire.;
  • For final settlement on Ukraine needs to ensure the full rights, freedoms and interests of Russian speakers;
  • Refusal of mutual claims in connection with damage from hostilities.
