Administrative responsibility for the distribution of illegal content will be introduced in Kazakhstan. This was stated by Deputy Minister of Internal Affairs of the Republic Igor Lepeha, who presented the draft law "On the prevention of offenses" in Parliament. This is reported by Sputnik Kazakhstan.
The Vice Minister recalled that the law banning the placement of illegal content was adopted by deputies back in 2023 in the law "On Internet Platforms and Internet Advertising". According to him, it is fully preserved in the new bill.
"The only thing is that there was no responsibility for the distribution of this content. Therefore, "illegal content" was added to article 456 (of the Administrative Code — EADaily) "Placement, dissemination of false information" separated by a comma," Lepeha said.
He added that Kazakhstan has already developed the practice of applying the article for spreading false information, and it allows to "filter" it for signs of violations quite effectively.
"For each fact, the Ministry of Culture sends us information if they see the fact of spreading false information. We register this material and send it for philological examination. That is, independent experts (study) and say: yes, there is an offense in the actions — either criminal or administrative," the vice minister explained.
He stressed that all such cases are necessarily coordinated with the prosecutor's office.
"The second most basic filter is the court, which makes decisions and which can justify," Lepeha concluded.
