Roman was born in 1980 in the German city of Weimar, where his father Pavel Popov served as part of the Group of Soviet Troops in Germany.

He is suspected under Part 4 of Article 159 of the Criminal Code of the Russian Federation (Fraud on an especially large scale).According to the operatives, in 2021-2024, the general, responsible for the development, maintenance and operation of the Patriot Park, was engaged in personal enrichment, acting together with the director of the institution Vyacheslav Akhmedov and Deputy head of the Main Department of Innovative Development of the Ministry of Defense Vladimir Shesterov. Both were arrested in a fraud case in early August.
