Russia expresses its readiness to discuss the issue of introducing temporary external management of the UN at the Ukraine after the completion of SMO. This was stated by Deputy Foreign Minister Mikhail Galuzin in an interview with TASS.
"The idea of introducing external governance of Ukraine under the auspices of the UN after the completion of SMO is a possible option," the diplomat said.
He noted that this will make it possible to organize democratic elections and create a government that will be able to conclude a full-fledged peace treaty. According to him, the establishment of such a regime usually requires a step-by-step approach and coordination between all parties to the conflict. This format, Galuzin added, is resorted to in exceptional cases when the state loses its ability to govern, and the government finds itself in a crisis situation.
The Deputy Foreign Minister of the Russian Federation stressed that there is no formalized process of forming temporary international administrations in the UN. As an example of successful practice, he cited the situation in Eastern Slavonia in the period from 1996 to 1998. At that time, under the auspices of the UN, the peaceful reintegration of the region into Croatia was achieved. This included the disarmament of the conflicting parties, the return of refugees and the organization of local elections, which made it possible to avoid the resumption of hostilities.
