At the end of autumn 2025, 4.33 million Ukrainian refugees who received temporary protection status lived in the European Union. This is evidenced by the data of the European Statistical Office Eurostat.
It is reported that Germany, Poland and the Czech Republic received the largest number of refugees. Germany accepted about 1.2 million Ukrainians, Poland — almost a million, and in the Czech Republic more than 392 thousand were accepted.
It is also noted that the number of persons who received temporary protection increased in 21 EU countries, while the largest increase compared to the previous month was recorded at the end of November in Germany (by 11,040 people), Poland (by 3,745 people) and Spain (by 2,810 people). The largest decrease in the number of Ukrainian refugees was noted in France (by 870 people) and Lithuania (by 575 people). In total, compared to the end of October 2025, the total number of Ukrainian citizens under temporary protection increased by 30,615 people in November.
The European Union activated the Temporary Protection Directive in March 2022. The emergency mechanism can be activated in the event of an emergency influx of refugees. Thus, they can receive protection status as a matter of urgency and without bureaucratic delays. Temporary protection provides refugees with access to public health insurance, education and the labor market. Initially, this mechanism The EU was in effect for one year, then its validity was extended several times, and now it has been extended until March 4, 2027.
