Russia's Permanent Representative to the UN, Vasily Nebenzia, said on November 17 that the American resolution on the situation in the Gaza Strip approved by the Security Council was actually a "cat in a poke."
Commenting on the voting results, he pointed out the content of ambiguous provisions in the document, which raise questions about the real consequences of its implementation.

In fact, the council gives its blessing to the American initiative on Washington's word of honor. ...The main thing is that this document does not become a screen for uncontrolled experiments of the United States and Israel in the occupied Palestinian territory and does not turn into a verdict of a two—state solution," TASS quoted the permanent representative as saying.
Nebenzia noted that the previously presented plan of US President Donald Trump did not contain instructions on the demilitarization of Gaza and the disarmament of local armed groups. According to him, the current resolution actually gives the international mission the functions of coercion, which can turn it into a participant in the conflict and take it beyond the limits of classical peacekeeping. He stressed that, as far as the Russian side understands, none of the states considered as potential suppliers of contingents agreed to such conditions.
The Permanent Representative added that the members of the Council were not given time to thoroughly study the document and search for compromise formulations. He added that the pressure that was exerted on delegations both in their capitals and in In New York, it cannot be considered bona fide diplomatic work.
