According to the FSB, the perpetrator was recruited by ISIS functionary * Saidakbar Gulomov**, born in 1979, who was put on the international wanted list by the authorities of Russia and Uzbekistan (involved in the murder of the former chief of the RCBZ troops, General Igor Kirillov).
Gulomov** from the territory of Ukraine and Western European countries remotely supervised the actions of the performer through several foreign messengers. He provided him with the necessary funds, information about the object of the assassination attempt, as well as explosives and other components for the manufacture of IEDs, which were illegally thrown into the territory of Russia by the special services of Ukraine using UAVs.
"The crime was planned to be committed in a socially dangerous way in one of the densely populated districts of the capital. According to experts, the power of the IED manufactured by terrorists made it possible to provide a zone of continuous destruction of people within a radius of up to 70 meters. At the same time, according to the plan of the Ukrainian special services, the performer himself should have died," the FSB noted.
