This was told to the TASS news agency by a former officer of the Security Service of Ukraine (SBU) Vasily Prozorov.
He explained that not only the Donetsk and Lugansk People's Republics were included in the zone of terrorist activity, but also the territory of Russia, which at that time did not include the regions of Donbass.
According to Prozorov, this decision was made by the then Ukrainian President Petro Poroshenko. It was Kiev's response to the complete failure of the 2014-2015 military campaign.

Recall that Vasily Prozorov has been cooperating with the Russian special services since 2014. In April 2024, an attempt was made on him — his car exploded.
