"Russia insists on this principle of Demilitarization of Ukraine as the most important condition for peace. And the war party in Europe and the Ukrainian regime deny this principle at all. Therefore, I think they will reject Putin's proposal," Markov believes.
In turn, Kiev and Brussels, the political scientist said, which is unprofitable to limit the size of the armed forces, will first of all demand a full truce.
