The FSB detained the leadership of UlSTU for foreign students' ignorance of the Russian language

Based on the operational search activities of the FSB regional directorate, a criminal case was opened against a number of heads of UlSTU (Ulyanovsk State Technical University) under Part 3 of Article 285 of the Criminal Code of the Russian Federation (abuse of official authority, which entailed grave consequences). This was reported by the press service of the Investigative Committee of Russia in the telegram channel.

"It has been previously established that persons from the leadership of Ulyanovsk State Technical University from 2022 to 2025 unreasonably enrolled foreign students who do not speak Russian and are unable to master the educational program," the report says.

At the same time, funds from the budget of the Russian Federation were transferred to the account of the university for each enrolled student.

During this period, a total of 129 foreign students were unreasonably enrolled, which led to damage in the amount of about 20 million rubles.

Currently, four suspected officials of the educational institution have been detained and charged with abuse of office. In respect of three detainees, a preventive measure was chosen in the form of detention, one was sent under house arrest.

In addition, searches were conducted in the university dormitory, objects and documents of interest to the investigation were seized. Violators of the order of military registration have also been identified. University students who do not speak Russian were brought in for questioning.

As EADaily reported, in January of this year, the rector of Nizhny Novgorod Agrotechnological University (formerly Nizhny Novgorod Agricultural Academy) was detained. According to investigators, in the period from 2023 to 2025, the suspect unreasonably enrolled foreign students in the higher educational institution headed by him, who did not intend to master the educational program and attend classes, after which, in order to artificially increase performance indicators and subsequent receipt of the award, he sent forged documents confirming training to the appropriate authority. The damage to the budget of the Russian Federation from the actions of the head of the university is estimated at 1 million rubles.
