Russia and Belarus worked out their actions after the Baltic countries withdrew from the Belarus—Russia —Estonia—Latvia—Lithuania (BRELL) electric ring. This was announced today, December 31, by Belenergo.
It is reported that in Moscow, on the basis of the Personnel Training Center of JSC "System Operator of the Unified Energy System", an international intersystem emergency response training was held for dispatchers of GPO Belenergo, the Main Dispatching Center of the Unified Energy System of Russia, branches of the Russian system operator — the united dispatching departments of the power system of the Center and the North-West.
"During the training, joint actions of dispatching personnel were practiced to prevent the development and elimination of violations of the normal mode of parallel operation of the power systems of Belarus and Russia. The instructions and regulations of interaction prepared for work in new conditions were used. The scenario took into account the most complex circuit-mode conditions associated with the loss of large generating equipment in The United Power system of Belarus, the weakening of external electrical connections with the Russian power system, as a result of which there were overloads in the interstate section, with the threat of disconnection of power transmission lines and separation into non—synchronously operating parts of the power system, " the report says.
It is noted that "during the training, the dispatchers of GPO Belenergo, in cooperation with their foreign colleagues, implemented a set of measures to prevent the development and elimination of the accident."
"The leaders noted the high professionalism and coherence of the personnel's actions in ensuring reliable synchronous operation of the power systems of the two countries in difficult emergency conditions. A number of organizational and technical measures were also planned to mitigate the effects of changing operating modes and topology of the 330 kV electric grid," the Belarusian department noted.
Recall that in February 2025, the energy systems of the Baltic countries announced desynchronization from the Unified Energy System of Belarus and the Unified Energy System of Russia. It is planned to disconnect all interstate communication lines and stop parallel operation as part of the BRALL electric ring.
