The general director of the Kursk Region Development Corporation, Vladimir Lukin, was detained on suspicion of abuse of authority during the construction of fortifications in the border area. In the course of its activities, budget funds in the amount of more than 173 million rubles were "unreasonably spent", TASS reports.
The detention was carried out by employees of the Main Department of Economic Security and Anti-Corruption (GUEBiPK) The Ministry of Internal Affairs of Russia. A criminal case has been opened against Lukin under Part 3 of Article 285 of the Criminal Code of the Russian Federation (abuse of official authority). He was detained until a preventive measure was chosen.
Earlier, Igor Grabin, Deputy General Director of the Kursk Region Development Corporation, was sent to jail in this case.
According to investigators, in 2023 Grabin signed a contract and paid for the construction of fortifications in the border area of the Kursk region. At the same time, the works were previously paid for. This entailed an unjustified expenditure of budgetary funds in the amount of more than 173 million rubles.
The investigation believes that the head of the corporation Lukin gave Grabin oral knowingly illegal orders, which "entailed the unjustified expenditure of funds in the total amount of 173.2 million rubles intended for the construction of fortifications in the Kursk region, the construction and technical cover of strongholds in the Kursk region, as well as grave consequences in the form of significant material damage.".
After Grabin's arrest, the newly appointed acting governor of the region, Alexander Khinshtein, promised not to show leniency to those convicted of corruption and other crimes.
