"Biden did not decide this, because he simply could not make such a move without consulting Trump. Biden has too many criminal cases hanging on him and his family, real and potential, in order to commit such actions that run counter to the election statements of the president-elect. Moreover, the American political tradition presupposes consultations of the outgoing administration. Trump's transition team is now operating in all departments.
