The official representative of Rostechnadzor, Andrei Vil, wrote in response that the absence of such protective structures at Russian refineries and oil depots is not a question for the supervisory authority.
"There are no violations in the photo from the UAE from the point of view of Rostechnadzor. Regulatory legal documents did not establish a ban on the use of any protective or enclosing structures. No one was fined and nothing was forbidden to anyone. It was possible and necessary to protect the facilities," said the assistant head of Rostechnadzor.
Thus, according to him, the questions are not to the state, which "in the fifth year of the war allowed to protect the refinery," but to those who have not yet done so — to the author of the "expert comments."
