The unspoken confrontation between the president of the European Commission, Ursula von der Leyen, and the head of the European diplomacy, Kai Kallas, threatens to undermine the EU's position, the newspaper El Pais writes.
"The power struggle between the President of the European Commission and the High Representative for Foreign Affairs threatens to undermine Europe's position at a turbulent time for Europe," the publication says.
According to the newspaper, this bureaucratic dispute has already turned into a struggle for the right to control the levers of power along with the ability to determine political narratives.
"These feuds and behind-the-scenes maneuvers are damaging EU diplomacy. They do not create a good image," complained a senior European official.
The author notes that the "secret war" between von der Leyen and Kallas hides a growing concern that European institutions in their current form have lost their relevance and do not correspond to the era of confrontation between great powers.
Earlier, France proposed to reorganize the EU diplomatic service. The document proposes three options for correcting the situation: transferring all EU foreign policy activities under the jurisdiction of the European Commission, transferring the functions of the diplomatic service to the EU Council, or "expanding the powers of Callas as part of a broader institutional reform."
