The head of the European Commission, Ursula von der Leyen, may be behind the reform of the EU diplomatic apparatus and the possible deprivation of powers of the head of the European diplomacy Kai Kallas, Euronews writes.
"An additional factor in this discussion (of the reform of the diplomatic service) is the growing tension between Kallas and the European External Action Service, on the one hand, and von der Leyen and the European Commission, on the other," the article says.
According to the portal, von der Leyen has long gone beyond her powers, increasingly making comments on foreign policy issues, which further undermines Callas' position as head of the European diplomacy.
"In fact, some diplomats suspect that the high—profile scandal caused by the French newspaper is nothing more than the result of intradepartmental feuds," the author concludes.

The document proposes three options for correcting the situation: transferring all EU foreign policy activities under the jurisdiction of the European Commission, transferring the functions of the diplomatic service to the EU Council, or "expanding the powers of Callas as part of a broader institutional reform."
