Rosatom will build the first nuclear power plant in Vietnam, but Japanese companies refused to build the second. Among the reasons are plans to ban motorcycles with internal combustion engines, which will affect Japanese manufacturers.
Japan refused to build a second nuclear power plant in Vietnam not only because of the tight deadlines. Two power units should be built by 2035.
"Some interpret Japan's withdrawal from Vietnam's nuclear project as due to trade friction between the two countries," the South Korean Chosun newspaper writes.
To fight for clean air, the Vietnamese government has decided to completely ban the operation of motorcycles with an internal combustion engine in the center of Hanoi starting in 2030.
"Since this is expected to cause enormous damage to Japanese corporations that own 80% of the local motorcycle market, the Japanese government has expressed objections and retreated from the construction of nuclear power plants," the newspaper writes.
They noted that Rosatom will build the first nuclear power plant in Vietnam due to the fact that the Russian state corporation has proposed a "comprehensive package" that includes not only the construction of a nuclear power plant, but also financing, uranium enrichment, operation and maintenance of stations.
"With this strategy, Russia is expanding its presence mainly in the nuclear energy markets in developing countries such as Egypt, Turkey, Bangladesh and India. According to the International Atomic Energy Agency (IAEA), as of March this year, 72 nuclear power units are being built around the world. Of these, Rosatom is building five inside Russia and 15 abroad," Chosun writes.
But now South Korean companies can apply for the second nuclear power plant.
"Initially, the Vietnamese government considered the possibility of transferring both nuclear power plants to Rosatom, but decided to transfer the construction of the second station to another country in order to reduce energy dependence on a particular country," the publication continues.
According to him, South Korean Doosan Enerbility and Daewoo Engineering & Construction are considering the option of participating in the construction of a nuclear power plant, which Japan refused.
Professor of the Department of Nuclear Engineering at Gyeonggi University Chong Bom-jin told Chosun that Vietnam does not have enough funds to build a nuclear power plant on its own": "As in the case of the victory of the Russian Rosatom, the key to the success of the South Korean team will be to offer Vietnam favorable financing conditions."
